BYLAWS

ARTICLE I - NAME

The name of this committee shall be School Site Council, Piedmont Hills High School.

ARTICLE II - PURPOSE

The purpose of this council shall be to: 1) Develop and recommend the Single Plan for Student Achievement (SPSA). 2) Have ongoing responsibility to review, with the principal, teachers, and other school personnel and pupils, the implementation

of the SPSA, and to assess, the effectiveness of the program periodically. 3) Take other actions as required by the Educational Code; however, the School Site Council shall not infringe upon the

responsibilities of individual teachers or administrators in making professional decisions regarding specific students, nor become involved in the procedures relative to evaluation of individual staff members, and shall not prescribe a professional staff member’s teaching methods, except as defined in district policies and by-laws.

ARTICLE III - MEMBERSHIP

Section 1 - The following number of participants, as long as parents and students equal the school faculty, can vary according to the amount of interest in each category. The following numbers reflect the minimum number of participants for each group:

Parents: Duly elected representatives from all segments of the school population served. Also, at least one parent from the Bilingual Advisory Committee. There shall be three parent members.

Students: Duly elected representatives to include ASB President and/or his/her designate; representatives from all segments of the school population served. There shall be three student members.

Staff: Duly elected members will include the principal, four certificated members and one “other” staff member. The “other” staff member can include any certificated employee not in a classroom or any classified employee.

Section 2 - Membership of this committee shall be no less than twelve.

Section 3 - Resignations will be accepted upon notice of the resident or Supplementary Program Coordinator.

Section 4 - The term of School Site Council members shall be two years. Parent elections will occur during Back-to-School Night. Elections for certificated and classified members will occur before the first SSC meeting of the school year.

Section 5 - The School Site Council Coordinator shall be responsible for supervising the election of the council members from their respective constituencies.

Section 6 - A vacancy occurring during the term of office of a member of the council, shall be filled by the alternant.

Section 7 - Any member who is not in attendance at three regularly scheduled School Site Council meetings, without prior notification, will deem to have vacated his/her seat on the School Site Council.

ARTICLE IV - OFFICERS

The officers of School Site Council shall be chairperson, vice chairperson, secretary and parliamentarian.

ARTICLE V - MEETING AND QUORUM

Section 1 - All meetings of School Site Council and their committees shall be public meetings.

Section 2 - Time and place of meetings will be determined by the council.

Section 3 - A simple majority, (50% + 1), of the membership shall constitute a quorum.

ARTICLE VI - AMENDMENTS

These by-laws may be amended at any regular meeting by a two-thirds vote of the members.

ARTICLE VII - DUTIES OF OFFICERS

1 It shall be the duty of the chairperson to preside over all meetings. 2 In the absence or disability of the chairperson, the vice chairperson shall assume the duties of the chairperson. 3 Should both senior officers be unavailable, the secretary shall preside. The secretary shall keep the minutes of the meetings, send notices of meetings and/or the agenda, attend to correspondence, and send out publicity as directed. 4 The parliamentarian will make sure the meeting is run according to Robert’s Rules of Order.

ARTICLE VIII - DUTIES OF COUNCIL MEMBERS

It shall be the duty of all council members to:

  • Attend all meetings

  • Accept positions as officers of subcommittee members, when so appointed or elected, unless unable to carry out the duties entailed.

ARTICLE XI - PROCEEDINGS

Meetings of this council may be governed by consensus. The proceedings of this council shall be governed by these by-laws, and any disputes will be settled by Robert’s Rules of Order.

ARTICLE X - VOTING

All active, present members can vote. Alternant members shall vote in the absence of an active member. A simple majority of 50% + 1 will pass any vote.
